  • What it means for Missouri: Amendment 4 would change how Missouri passes ballot measures from a simple majority of votes statewide to needing a measure to win a majority of votes in all eight of Missouri’s congressional districts. 

  • Voting No Means: Voting “No” on Amendment 4 on August 4, 2026 means keeping how Missouri passes ballot initiatives as is, where a majority of voters approve a measure. 

  • Amendment 4 in Simple Terms: Missouri Amendment 4 would allow one congressional district – or just 5% of voters – to vote down a ballot measure even if the majority of the state approves it.
